Cars: Cars besides exempt cars
Exempt cars:
- Police cars, fire engines, ambulances and engineering rescue vehicles.
- Bus, inter-provincial bus, postal car, sightseeing bus and school bus.
- Administrative law enforcement vehicles.
- Sanitation vehicles, road maintenance vehicles and vehicles belongs to mortuary house.
- Embassy cars with Chinese character "使" printed on license plate.
- Pure-battery-powered Car, such as Tesla Model S. (only 1st Jun. 2015 - 10th Apr. 2016)
In 2005, Chinese government’s report showed that China would become the largest car sales market in the world till 2020. On Jan 11th 2010, Reuters reported that China surpassed USA “to reach record levels in 2009 ... ... as the world's biggest market.”
There is no doubt that the Urban Planning of Chinese cities is far behind the reality - increasing car sales. In order to ease the traffic jams in the central city area, more and more Chinese cities apply traffic control measures - such as license plate rationing system and tail number limits.

Every time you violate this measure, 100RMB fine ticket will be issued and sent to your vehicle domicile. If you ignore it casually, then your vehicle will be hold in its annual inspection.
