From 1st April 2022, foreigners who above 70 (inclusive) shall be able to apply for a Chinese driving license after passing tests of Older Persons, according to Chinese Ministry of Public Security new measures https://www.gov.cn/gongbao/content/2022/content_5679696.htm
According to The Ministry of Public Security's No. 139 Order, which come into force 1st April 2016, the C1 holder above 70 have to submit health check report annually. Before the No.139 order, the C1 holder above 60 have to submit health check report annually.

If the holder of driving classes A1, A2, A3, B1, B2 who reach the age of 60, he/she has to visit Traffic Bureau and change driving class into C1.
If the holder of driving classes D,E who reach the age of 70, he/she has to visit Traffic Bureau and change driving class into F.
