This regulation applied in Huangpu District, Xuhui District, Changning Ditrict, Yangpu District, Hongkou District, Putuo District, Jingan District, Pudong District, Baoshan District, Jiading District, Qingpu District, Songjiang District, Minhang District, Fenxian District, Jinshan District, Lingang District, Chongming District.

Shanghai requires 3-month dogs to be licensed and imposes a limit of one dog per household as well as bans certain breeds as pets.
