From October 2019, visa applicants only need to provide a Notarised Police Certificate with their visa application.

Immigration New Zealand has decided officially that visa applicants from China no longer need to supply both the Local Police Clearance letter and a Notarised Police Certificate when they submit a visa application.
The change takes affect for any applications submitted from the beginning of October 2019.
Previously, we required both the Local Police Clearance letter and a Notarised Police Certificate. This month we made a decision that it would no longer be mandatory for applicants to provide a Local Police Clearance letter.
We reserve the right to ask the applicant to provide the Local Police Clearance letter at any time, if we need it.
The Police Certificate is called No Criminal Record Certificate in China.
