From October 2019, visa applicants only need to provide a Notarised Police Certificate with their visa application.

Immigration New Zealand has decided officially that visa applicants from China no longer need to supply both the Local Police Clearance letter and a Notarised Police Certificate when they submit a visa application.
The change takes affect for any applications submitted from the beginning of October 2019.
Beijing Municiple Commission of Transport, Beijing Municiple Environmental Protection Bureau and Beijing Traffic Management Bureau jointly released the upgraded traffic control regulation on Jun 15th 2018.

Exempt Inter-provincial coaches, tourist buses, military, police and ambulance vehicles
Non-Beijing Vehicle means Vehicle without Beijing License Plate, such as vehicles with Tianjin or Hebei License Plate.
Background The Beijing lottery system for issuing licence plates, which grants a very limited number of plates to local applicants, has propelled many to register cars in other cities and then drive them to Beijing. Beijing municipal government said an average of 130,000 entry permits are issued every day, about 910,000 permits every week. Close to 709,000 non-Beijing vehicles are used in Beijing on a regular basis by continuously renewing entry permits.

The reform was initiated in Oct 2016 among Beijing, Shanghai, Tianjin, Hebei Provice, Anhui Province, Shandong Province, Guangdong Province, Sichuan provice and the Ningxia Hui Autonomous Region. According to local newspapers, Hebei province issued its 1st Work Permit to a South Korean on 7th Nov 2016; Sichuan provice issued its 1st Working Permit to an American who own several companies in Chengdu on 8th Nov 2016.
The new system is set to be online on 1st Apr 2017 nationalwide. From then, there will be no more Foreign Expert Permit in China.
To standardize the management of China Work Permit and to attract quality talents, China is going to release a new work permit system which classified the applcants by the below score-based table. The new policy will not affect expats who already work in China - but from their next extension will be on the new system.

1.aliens who do not lodge at hotels, guesthouses or inns shall, within 24 hours(72 hours in rural areas) of entry, go through accommodation registration at local police station.
2.aliens holding visas z,q1,x1,s1 or j1 shall, within 30 days of entry, apply for residence permits to the exit-entry department of the public security bureau of the city where the applicants reside.
3.aliens shall not be employed in china without permission of the competent authorities of the chinese government.
4.aliens who reside or stay in china shall carry with themselves their passports or residence permits for possible examination.
5.in case of emergency, please dial 110 to seek help from police.
